I have installed and re-installed the timing cover on my 71 1F engine rebuild and, in both cases, it's binding the crank after installing the crank pulley. Between the 1st and 2nd try, I removed the cover gasket (using only 4 bolts), reinstalled the pulley to see if the motor would turn, which it did. Consequently, I pulled the pulley, installed the gasket and put the pulley back on and it locked up tight, again. I know I'm not over-inserting the pulley because it will lock before it's half-way seated on the nose of the crank and the pulley shaft inserts correctly through the front seal when testing the fit. Where am I F-ing up now????
 
Could it be this?
3_puppies just gave this tip in the recent "Crankshaft Lock Tab" thread yesterday.

Quote - " you want to leave the cover a little loose so when the crank pulley is installed. The cover/seal will "center" itself to the crank pulley then tighten timing cover".
 
Maybe you could slip the cover over the pulley and slip them on together?
