Tie down vs. tow hook: which one am I missing?

My ‘14 LX came with two. Neither was suitable for recovery IMO and should have only been used for tying down or winching on to a tow truck. Replaced both with proper recovery points from Trail Tailor.
 
My friend’s 13LX only had one.

And for a real discussion on “proper” recovery points see the above linked thread. It isn’t as simple as bolting on a bigger hunk of metal, if you care about the frame of your vehicle.

So it isn't even by MY since my 13LX came with two.

My original theory was model year. Maybe which factory? Weren’t cruisers (and therefore LX) built in two? @cruiserdan @Onur any feedback?
