Good chance that metal is pretty rotten all around the break area. Common issue though. Might be able to splice in a new piece to get you by for a little while or build you a new member. The later is my suggestion.

There's lots of ways to fix it depending on how rusty the crossbar is.
This is how mine were fixed. Sometimes the whole bar needs to be replaced w 1-1/4" sch40 pipe if it's too rusty.
