Surging idle on a 2H?

I have a 1984 HJ47 Troopy with a 2H (Stock) except headers. I just had the injectors rebuilt and put them back in and now it has a surging idle when cold and warm. Has anyone else had this problem? Before the rebuild it ran fine. Is there an idle circut or something? The idle is set at about 650-700 rpm. Any help would be appreciated.
 
Is there a piece of leather in the fuel pump somewhere? I seem to remember they get a hole in them and the surging gets worse as the hole grows. I think the leather is called the bellows.
Hope I can jog someones memory
 
diaphram pump it is called! you need to add neats foot oil to keep the leather soft but in your case, it needs replacing! the oil is a preventive maintenance procedure.

Where is this leather located? I used the "pump" on the injector pump to purge the system. Is it in the pump? Do you have the part # or source for this? Thanks fo ryour help.
