I have a slight leak in my steering rack boots. My steering still feels tight and power steering fluid level is all good (fluid isn't hot though, working on heater tees so can't start it now), so it doesn't seem major. I'm thinking/hoping I'm good with just a reboot?

Just leaving it. Boots will not do anything wait till leak is noticeable.

Replacing the boot will not solve the issue if you have a leak.

If you have a leak, might as well rrplace the fluid with some ATF and add some AT205.
Agree with this... I am in the same scenario with my stuff weeping like yours, possibly slightly worse.
What I plan to do is replace the entire rack when I do the TB/WP job in another 5k miles or so. Seeing as I believe the easiest way to do the TB/WP is removing the radiator, this will open up the ability to more easily access the rack. So until then I will just keep an eye on it. If it starts getting worse then I plan to do that above until the TB/WP service.
