Steering conversion, volvo pump pulley removal

Ok so I've got an 82 volvo pump complete with pulley and also picked up a rebuild kit. I have the standard gm pulley removal tool. Great the volvo pully does not appear to have the shoulder on the pulley to pull it off. The pully appears to be bolted to a flange with 4 bolts. The flange is pressed on to the shaft and the pulley may itself be pressed onto the flange as I have removed the bolts and it will not come off the flange. Is there a special tool for this proceedure? Is the pulley just rusted to the flange? If it will come off the flange I can probably mickey mouse the flange off with other pullers. I do not want to destroy the pulley or the pump by this exercise as that would defeat the whole purpose of sourcing the volvo pump and pulley in the first place. Has anyone removed these pulleys and can share their knowledge with me? Much appreciated, bill.....
