Hey all,
My 91 was recently stolen and then returned to me yesterday. Unfortunately the ignition was punched out, but they also completely screwed the ignition housing too. I’ve ordered a new housing, but looking at it now, how is this removed? The bolts don’t have a head that I’ve ever seen before, so how are you supposed to take them out besides welding a normal bolt to it? Appreciate any help on this

Their called shear pins. You work them loose with a small punch. Tap a nice indent (on the cone top)and drive it to the side, unscrewing it. Be patient. Their easier then they look.
 
Got the ignition housing off and put the new one on with a new ignition cylinder. But the key now just turns freely and doesn’t start anything. My new housing didn’t have this but that I think turns the switch. Is there a way to get this off and put it on my new housing?

What you call the ignition housing is the "upper bracket" and if you purchased it new from a Toyota dealer it should have come with a rod inside the barrel.

The tip sticking out that looks like a fat bladed screwdriver is the ignition rod (what we call it), that goes into the upper bracket (barrel thingy in the photo) first then the ignition lock cylinder goes in next. When you turn the key the lock cylinder turns the that rod and that screwdriver tip thing (end of the rod) sticking out the end of the "upper bracket" is what actually turns the ignition switch.
