I believe so, it's basically a solenoid. Creates a magnetic field which causes the starter drive to align itself to the flywheel when activated and then goes back when the ignition key is let go when starting.:) I think:)

Only the battery cable lug should have power. Evrything is hot when you turn the key to start. The solenoid coil should always have continuity to ground or it is burned out or ungrounded. You need to disconnect it to check continuity or you may get fooled.
