My truck is difficult to push by hand on level ground with it in neutral. I can leave the emergency brake off, transmission in neutral and park on a 10 degree incline and it won't roll unless I push it with some effort. Is this normal or did the PO have the drum brakes set too tight?

Easy enough to check. Drive around for 10 minutes or so…use the brakes as little as safe, then coast to a stop. Get out & feel your wheels.

Jack up a wheel and spin it. In the rear, jack up both.
