Tail fuse and tail relay work fine. So it must be the wire connecting the tail fuse to the junction connector?

Yes. The junction connector is where I would investigate.
The connector in question is J1. If you look on page 80, it tells you where to find the locations for all the parts.
 
Hey, finally getting back to this issue.
I was going back through all the tests from earlier, and got a power probe to help make testing easier.
I was checking the fuses as well, and noticed I get 0 going through both ends of the tail fuse with the car on. So I took out the fuse, and I still get light to the rest of my instrument cluster! And the clock stays on.
I did the same thing to the dome fuse, and got the same response!
I thought the instrument panel goes through the tail fuse or the dome fuse, is there a different fuse? Or maybe you’re onto something, and the wiring could have been changed.
Since the TAIL fuse is in the cab and you don't appear to be the original owner, I would make certain that the fuse panel wiring has not been molested.
