Anyone know if there is anywhere reputable in North America that can rebuild the motor since there seems to be no where on earth to get a new one?

Try the parting out section but IME an old wiper motor may have the same issue as the one you have now. Consider contacting CARDONE directly, maybe you could ship them your old motor to have it rebuilt??
