I am looking for a functioning proportioning valve for a 76 FJ40. I know they're available new, but I want to avoid paying that price if possible. Thanks.

If you buy a used one it will probably need rebuilt. I did mine, new seals were available. Try to get the bracket and factory tubes that connect it to the master with it also unless you are making new ones.
