Should I be able to move the parking brake cable by hand? (1 Viewer)

My parking brake wasn't releasing so I pulled the cable assy out of the truck. I can move the brake cable about 1/16" before it locks up hard...

It stops so solidly that it almost feels like it was designed that way? Or is it majorly busted? Should I be able to pull the cable back and forth in the sheath by hand?
 
Yes, you should be able to move the cable through its entire range of movement once out of the truck..... sounds like it's seized...... the outer sheath may be crushed onto the inner cable somewhere or it's gunked up with road grime.... a full immersion for a day in some sort of penetrating lube may help....
