No advance or retard port on the back of the carb??? I think it is a 75' CA. model carb.

That is a typical F motor Vacume RETARD carb. The "emissions computer" tells the VSV (which gets constant vacume from the manifold) when to retard the dizzy. It is a fairly dumb design but that Carb has no Ported Vacume.
If there is no way to advance the timing its not useable, right?
