Seat belt doesn’t lock at full extension (1 Viewer)

I just had both front seat belts repaired by Safety Restore for my wife’s LX470. They had blown pre-tensioners.
I’m in the middle of installing them and the passenger side works fine. The driver’s however will not lock at full extension.
Can someone please verify if this is correct or not. I would think it should lock up until fully retracted like the other, except the plastic gear mechanism is smaller and less complex on the drivers side. So maybe not.
Unfortunately the LX isn’t driven enough for me to remember how they worked before.

That function is correct. I was thinking neither locked only the rear as it’s for car seats.
