RTH: front bearing, should spinning force change after torquing 2nd nut?

I recently repacked my bearings, but didn't have a fish scale, and I think I left them too loose. Fixing that tonight, before a trip tomorrow.

I tightened the first nut until fish scale has ~10 lbs force to spin hub. Then I put the tabbed washer on, and 2nd nut. Torqued to 47 ft lbs. Now the hub takes something like 22 lbs to turn. Not sure what I'm doing wrong.
 
Yes. The bearings will always tighten up more when the lock nut is installed.
