Got it after some select cursing and lots of it. With me below rocking and wife gently hitting with hammer I was finally able to get it to brake its seal.

If it's locked into the flywheel then put your rig in gear and rock it. With any luck the starter will fall to the ground.
 
Yeah, its lacking its tires right now as I replace all the brakes and a multitude of other things underneath.

Any other way to accomplish this?
