Registering a 75 series troopy as an off road vehicle

Hi , I was wondering how hard is it to import a new troopy into puerto rico (us territiry) and then registering it as an off road truck . They don't really enfortce that here , my neighbor rides a dirt bike to work for the last two years no problem.

Riding a dirt bike to work is cool as ,not sure about the troopy issuse but sorry mate
