Maybe you could re-drill the holes carefully? Start with a small bit?

Can't imagine why anyone would weld up or otherwise cover over those holes. Previous owners do strange things ...

There is an obvious dent in the frame in that location. Bondo. Chances are the mounting surface is not flat anymore, and when the PO got done “smoothing” it, they couldn’t find the holes and said F it.

As predicted. About an 1/8” of Bondo covering the hole. Waiting to receive the bracket so I can drill the second hole. Threads still intact. Thanks everyone.
