I have tried everything from heat to vise grips and even pipe wrenches. This plug is torn up. Does anyone have a grand solution to getting this fill plug out? 23mm was the original size..... I call it round and torn up now.

Yup, the heat (then adequate cooling to shrink back) of welding alone would go a long way towards breaking it loose.weld a square plug on there, pipe wrench to get it off.

Take a large nut, hold it with needle nose vice grips, and weld it through the center hole to the original plug. Mig works the easiest for this, turn it UP!
Your replacement plug will be 24 mm (unless you get the recessed Allen head version). Butt
SOR has hex head plugs (Allen head) that are less prone to give trouble. At least I hope they are because I just went through this with my rig.
