I just had the rear rotors replaced, rear calipers, rear brake pads, parking brake drum pads, and front brake pads done. Also, had the bearing service done as well. I now have this sound coming from the rear axle. Here is the link to the video.

As you can hear and see, it occurs at exactly the same place. I had the mechanic that did the bearing service look at it and he thought it was an e-brake adjustment but after picking up the vehicle tonight, it is doing it again.

Any suggestions and thoughts would be greatly appreciated!
 
id tend to agree.... one thing i did notice watching spokes of wheel is it seems to be exactly every 1 revolution
Maybe a clue to help diagnose
 
Thank you for the responses. Yes, it was the parking brake. Apparently, the wrong ones were e-brake pads were ordered and the ones that were putting in were not right. So, that that was corrected today. On my way to FJ Summit next week!
