Rear axle purch holes (1 Viewer)

I picked up a rear axle that I am rebuilding for my 40 and noticed that one of the purches is missing a through hole.
I looks like there is either a formed partial hole or the pin in the springs wore a hole into it.
Here is the purch with the partial hole.

Here is the hole in the other purch.

Is this normal or should I drill a hole in the purch without the thru hole?

I bet it's debris (broken head of old spring pin?) stuck in the hole. I'd take a hammer and punch and see if that debris will loosen with a lightish tap.

yeap, there's a hole, just needs cleaned out.

View from underneath the perch may show remnants of a pin. Maybe work it out from there also.
