Where does this radiator support shim go? Is it in between the support and the skid plate or on top of the 2 rivets?
In my 74 I see 2 rivets in the bottom of the radiator support that seems to go through the skid plate. I'm not sure if this rivet can/should be removed to sand+repaint the radiator support, or if I should just forget about it, sand+paint what I can see and just put the radiator back on without anything between it and the support. Thanks for the advice.
 
Are you talking about the canvas shims? It should slide onto the rivet body and get sandwiched between the radiator support and the chassis when you put it back into your 74. The shims have holes cut into them so you can slide it onto the rivet/bolt body.

I would not bother removing them to repaint or sand unless the threads are badly damaged
