this is mostly a curiosity, not a repair question

got a pretty standard '85 fj60. smog pump was devaned some time in the 90's by our accounts.
anyway, whatever is still inside that pump seized. When i was reading up how to take the belt tension out of it, I noticed most people saying something about the water pump.
I look at my set up.

The water pump??


What's going on here? I've got the alternator, power steering, and water pump on one belt. A sort of mission-critical belt.


Everything else, smog pump included, on the second belt, like an auxiliary belt.


What's the path supposed to be here?

I didn't like the one belt on the water pump even though there were two groves. My FZJ80 has two belts on the water pump. I ended up ditching the air pump (no smog check) and going with a Saginaw power steering unit. I was able to move the new Saginaw unit to run on one water pump pulley and the alternator to run on the other. Seems like the water pump is the most important thing to keep running and now there are two independent belts.
