Seems that my AHC ecu is bad, my question is, when buying a used one, does it have to be programmed to my vin? Or will it work seamlessly ?

If you are convinced that the ECU is bad and that there is not some other problem, then use the VIN to find the exact correct Part Number for the Suspension ECU for your vehicle.

The point is that there are several different versions of the ECU and the wrong one may not work in your vehicle.

Ask a Dealer for the Part Number information, or explore the US Lexus parts website Shop Lexus LX470 Parts and Accessories Online - https://parts.lexus.com/Lexus__LX-470.html, or explore other websites such as https://partsouq.com/ . Try different labels such as "Suspension Computer" etc in the Search function on these sites.

Once you have the correct Part Number you can look for new or used units.

The correct ECU should work correctly on a "plug and play" basis. It is not programmable -- at least not by mere mortals!

By the way, suggest also check the "AHC Main Relay" which sits on or near the ECU. There can be no AHC/TEMS functionality if this relay is faulty.
 
Very rare for an ECU to go bad. You might consider sharing your symptoms here in case it's something cheaper. The tech folks here are pretty good at diagnosing problems and they've seen everything.
