In looking where I want to place my winch controller. The space right in front of this cooler is drawing me in. Does it really provide much value. I don’t live in an extremely hot environment

I wouldn't dismiss the utility of the PS cooler. In low speed crawling, combined with lots of steering input, is where it will earn its keep to prevent the fluid from boiling.
It's an easy enough component to modify and or potentially relocate if necessary.
