Has anyone used POR 15 spray in bedliner? Any opinions or advise?

Never heard of it, but I wanted to know what POR-15 offered for a bed coating.
So, I searched POR-15's site to find the link you should of posted

Interesting new product. It's called POW-R-LINER.
This statement concerns me:
" POW-R-LINER™ is engineered to be applied on top of POR-15® *Rust Preventive Paint for the ultimate in protection."
Does that mean POR-15 paint MUST be applied first? That would add costs. A pickup bed would need at least one QT each of POR-15 paint, Marine Clean, and Metal Ready (or any brand zinc phosphate). That comes close to $100.
Still less than a professionl job on a pickup bed.

It says it will keep the rust out, but isn't that what por15 is suppose to do that this goes on top of.
