Plate/Grommet in driver's floor (1 Viewer)

What is the ellipse shaped plate and grommet in the driver's floor sorta under the gas pedal? The rubber part has a sorta nipple for a cable or wire and the plate has 2 bolt holes... What's it for?

that's what i thought... I am switching to a floor mounted ebrake handle (and OEM parking brake rear axle)... that's why I didn't have anything to go there!
