Part ID help wanted

Guys,
I need some help ID ing this part here. It came out from the inside of the front left fender of 1986 JDM HJ60. Here are a couple of pics.

So this thing makes 24V to 12V right? For radio?

I don't have that in my HJ but new model converters are smaller and better anyway
(for charging modern stuff the sinus must be far better than old type can manage, for simple light bulb no problem using old)
Maybe I must look better in the fender do you have a picture of the wire colors and maybe in the cabin an extra socket or something?
Connection plug looks original, no hacked spliced wire

3 wires: ground, 24v in, 12v out ?
