What is it, what does it do, should it replaced, part number?

But it obviously is not doing anything, so why replace it? Or does it work from the sid you can't see?
 
It holds a spring and a piston that puts tension on the timing belt. Hopefully the inside doesn't look like the out :)

I'd replace when you do your timing belt.
 
If it is that crusty, it's probably never been replaced. And it should have been. Which means I'd make a safe bet that your water pump, timing belt tensioner, and timing belt idler have not been replaced either, even if your timing belt has supposedly been done. I don't see any marks on the bolts to indicate it's been taken out and put back. I'd be concerned, I would want to pull the passenger cam cover and eyeball the T-belt.
