Hello all, just had the timing belt/water pump replaced. Had the shop do a post-purchase "pre-purchase inspection" and it only needs wipers and parking brake cables to pass inspection. cables are siezed up. They are quoting 4 hours labor ?!? does that sound even remotely right? please advise and thanks
 
The parking brake is a bit involved to get at. It is typical that if it is not used it can seize up like your shop noted. It likely needs to be disassembled to see what parts need to be replaced to make it operational again.
 
thanks for responding. yes i guess prior owner never used it, plus undercarriage has some rust, plus ill probably never use it myself (i should probably never say never)
