Painting Shocks

So I'm thinking about painting my shocks. They look like they have a pretty smooth and tough coating on them currently. Any recommendations on how to proceed? Scuff with something (I'm wondering what to use), then a good primer and then paint?

I just wiped mine down with laquer thinner and a green scuff pad, shot them with rustoleum rattle can. Came out great, that was 5 years ago.
