This is a frequent topic, but mine is with a difference (I think). It’s the second I’ve seen too. Currently have 1998 HZJ75 (1hz), but had a 1992 HZJ75 do the same. Firstly there’s a plug/sender issue and the needle goes below the gauge (can’t see needle). New sender, wired correctly.

Now the needle is still lifeless. Don’t have another gauge to test, earthing the sender wire does nothing. Is the gauge stuffed or can it Brought back to life, maybe by physically lifting the needle?
 
It generally considered that when the gauge needle goes down low, its time for a new one according to a wrecker I use. The way it was explained to me is that the internal wiring of the oil pressure gauge is so delicate it can not be fixed
 
They also only need a slight electrical malfunction like a short, and they burn out.
 
Sounds like your gauge. I have fixed broken ones in the past, it can be done. But if you can get a new one, it will save you a lot of time and headache.
