Actually item # 9 in that illustration. #10 is the rubber bushing thingy.
The 80 series spacer is used on the rear only and only on the LH side of early vehicles equipped with a "towing package". The rear springs for said vehicles were the same part number on both sides, requiring the spacer on the left to make up for it. The spacer is steel and is 10mm thick.
