I'm new to electric lockers.

In a part-time 4wd HZJ75 do I need to be in 4wd for the lockers to be powered? I'm hearing a motor cycle when I've switched on both lockers via the switch and THEN drop into 4wd. Is this normal or did the PO make some "adjustments"?
 
I'm used to Arbs that are not controlled by the 4wd system. I even wired my Arbs so I can engage front locker without the rear.
I like the added control.
