OBD2 Cannot Communicate with ECM (1 Viewer)

On my 96, I have a CEL and want to see if there are any codes. So I plugged in the OBD2 and started Torque on my phone. It just keeps trying to connect and no matter what it says it cannot communicate with the ECU (or ECM - forgot which terminology it uses).

I actually tried 3 different OBD2 readers - none work on my 80. (All 3 readers do work on my 4Runner however, so I know they function correctly.)

So, what should my next step be as far as troubleshooting? And what does this probably indicate?

I am wondering if my ECU is dead. I hope not, because it looks fairly expensive to replace. (And, would the vehicle even start if it was bad?)
 
Check for power at pin 16, may have a blown fuse(typically the cig ligter fuse but not sure on a FZJ80)
 
I verified the ECU was indeed getting power. It actually ended up being totally fine. The problem was a the cheap ELM327 unit I was using - it just plain doesn't work on all vehicles (in my case, the LC).
