No.

Choke terminates at carb, where this terminates at pedal.

You can use this to increase the rpm's of the engine. Great for going off road, or even use it as a cruiser control very carefully. When pulled it presses the gas pedal downward to different set position within the cable. Good for warming up the vehicle in the mornings too.
