Go to www.autotrader.com and search for 1994 Land Cruisers all distances from your ZIP. Considering that the truck you are looking at has about $5000in upgrades and maintenance, and that the Autotrader prices are "asking" prices, I think you can build a similar truck for no more than $15K and probably have one with a lot less miles.

yosemitesamian - if you are still in SoCal, look real hard and fast. Mall cruisers in this age range are still in abundance and rust free (except under the factory POS roof racks). They probably haven't seen anything resembling 'off road' either!

I would recommend since you are shopping that you sign up for CarFax as you may have multiple requests.

ARB Front Bumper - $740
Winch - $600-$1200 depending on which brand and load you pick.
Tires, You can get 5 tires from $650-$1000 depending on which size, brand and style for a 33" tire.
Sliders $750-$900 for good quality sliders from hanna or Slee
Lift - $600-$950 for a lift depending on if you install it yourself or have it done.
Rear Bumper - $800- $1800 depending on quality, Brand and if you want a tire carrier.
Gears I hear are about $1000, parts and labor. The consensus here is to go 4.88's.
Lockers, depends on what yo want to do. You need to have a selectable locker in the front, you could run and autolocker in the rear which is much cheaper. I would ballpark $3000 for front and rears till you decide. If you really want lockers, it will be cheaper for you to wait for one that has the stock lockers. Don't be in a hurry.

edit : Jim said $3k and his locker estimate is surely better as I have never priced them
