With the truck at operating temp, is the resistance of the fan dramatically increased, compared to when the motor is cold?

Nope, seems the same even as when cold.
 
To answer your question...yes, a loose fan belt will prevent the roar.

And if you’re concerned, I suggest you dump the 017 and get the FCT 049. Rock Auto and about $120. Easy bolt on...and you WILL get the roar.

You don't need to actually hear it. You can definitely FEEL it when standing on the driver's side next to the engine compartment with the hood up (when FC is locked up).
Really strong wind from the fan.

"Roaring" doesn't really start until the engine RPM gets above 1500.

But I should at least hear the 'Roar" at startup, right? I'm not getting that. I guess I should replace it on suspicion that it's bad.

if there is no change in resistance of the fan clutch between a cool engine and a hot engine after warmup- your fan clutch is bad. Replace it, you'll be glad you did
