newbie exhaust/engine question

I live in Massachusetts, and just failed my inspection on my 83 BJ60.
A few small things, no big deal, but one problem he failed me for was an exhaust leak somewhere. He said he didn't know where it was, but when he put the machine on, he could tell it was there. I don't see or hear any leak in the pipe or muffler...it may be small. What I do see is a tube coming out of the engine (the right if you're sitting in the truck) and curving down to point to the ground. It comes out in the top third of the engine and goes down below about seven or eight inches I think. It's about three quarters inch diameter. Anyway, this tube definately sends exhaust blowing out under the truck...should this be hooked up to something? Could it have created the bad exhaust reading? I looked in the repair manuel I have and couldn't find anything. My mechanic had no idea either. This is probably a no-brainer, but this is my first diesel. Any help would be appreciated.
 
that is the blow by tube, it normally has a bit of smoke coming out of it on older engines...

This is the crankcase breather tube, and it's vented to the atmosphere, by design. IT'S NORMAL

I don't know what the testing criteria are, but if he was looking for a leak, look no further!

Go back to the testing outfit with a copy of the engine schematic showing the breather tube to prove it is normal, and get it passed!

that is the blow by tube, it normally has a bit of smoke coming out of it on older engines...

Short and sweet beats the long-winded on dial-up... ;)
 
I've had the AirCare station, B.C.'s version of a smog inspection facility, not allow an '84 BJ60 that I had that had severe blow by from coming into the building to be tested. I had folks ask me if the engine was on fire with this truck some times because the blow by could be that bad!!

I had to wait for a good day (minimum blow by) and then it passed no problems!
 
or just re-route it to the intake pipe after the filter and burn it off. Nobody to know the difference. Won't effect the tail pipe readings.

Just use an auto motive style hose, and a grommet in the airfilter box. After were the filtered air comes out.

and go to a different inspection facility
