I pulled these pics from this Hagerty article. Dry ice cleaning: The coolest way to remove rust, grime, and undercoating - https://www.hagerty.com/media/maintenance-and-tech/dry-ice-cleaning-the-coolest-way-to-remove-rust-grime-and-undercoating/ It does look like Dry Ice can remove the flaky rust, but as you can see it's not like the before and after on the 80 series above. Article states $275/hr.

Keep in mind that there's additives for dry-ice that enhance rust removal. Some companies might not be doing this and only using dry-ice.

I reached out to Cold Jet about rust removal and sent them OP's undercarriage pic. This is what they said:

"Dry ice blasting will remove surface rust; however if the rust is embedded into the surface it will not remove rust."

Looks like Sublime does something called Vapor honing (in addition to dry ice blasting) using glass bead and water. Wonder what they used on that 80 and if they painted the frame afterwards? Either way, keep us posted if you have it done on your 100.
 
Dry Ice cleaning does wonders at removing cosmoline from your vintage Porsche (their target audience), but does NOT remove rust (but may make the rust look prettier) :D
I have no personal experience but the before/after photos I’ve seen (including in third party reviews) seemed impressive.
