Both of these are pre-1999 parts. I think they are discontinued. There are a few 16400-60060 available from Toyota, but they are expensive, over US$ 1200.00 a piece in my neck of the woods.
I am not sure the post-1999 radiator is a direct bolt-on replacement.
It appears Toyota changed the upper and lower tanks' material to plastic in 1999. Pre-1999 radiators are all steel.
