The tensioner can be taken apart, cleaned, put back together. Or, just blast carb cleaner into the small oil ports while working the plunger, then reoil. I stuffed mine with an assembly lube (Moly) before putting it back together. New tensioner's are not very expensive but it seems like they rarely/?ever go bad.

FWIW:

Already ordered the gasket, FSM doesn’t have jack on the tensioner, uninstall inspect reinstall. The silicone was for the bolt to the right of the water pump to see if the leak was coving from that bolt. Hard to really tell where it’s coming from

You're looking in the wrong place then.
Just installed a tensioner yesterday.
There's concise instructions in the 1FZFE engine repair manual.

So u completed this repair on a 96 LC? Bc the manual u posted was for a 92,
There are two main types of tensioners, one that has an hook with an ratchet and one that doesn’t. The hook has about 7 steps but straight forward.
