That's a power tap. One fuse is for the circuit that it is robbing power from, and the other fuse is for the accessory someone added. Follow the wire.
I used a tap like that for my DRLs to trigger them to dim when the headlights are on.
Since it's spliced into the main harness, it looks like you'll be tearing out a glove box soon.
 
With the fuse in factory configuration, the key turned to run, is the CEL on? My guess would be no, there is a connection problem in the harness. Rather than properly finding and fixing it, someone jumpered, added a wire around the problem.

It does not turn on when fuse is in factory configuration only when I put in the jumper cable fuse then the CEL turns on and starts.
