Guys, I am considering a 4X2 FJ Cruiser. If I understand correctly, a 3" lift 4X2 FJ will not sit level as opposed to a 4X4?? Why is that and can one get a lift that levels out a 4X2??

Find someone who upgraded their stock 4x4 coil-overs and 
swap'em out. I believe the main difference is the springs so even if you can just find stock 4x4 front springs you should be good to go.

I have some stock 2007 Tacoma TRD shocks and front coils I took off to do OME. If they will help, let me know, I will send them to you for price of shipping.

Those should work just fine, if you want to do a lift on the FJ that would be the opportune time as you would already have the shock off and throwing a spacer on there wouldn't add anymore work.

Are you "upgrading" to a 100/200, or are you down-grading to a 2x4 FJC!!?
