That bumper rings a small alarm bell in my head, any idea what the PO was shoving around, hopefully nothing and its just for show.
That's a great start, though I wouldn't bother with body paint until you fix the rust. Keep a good coat of fish oil under it and don't drive it in the Alberta winters. Most importantly keep her in a garage.
Oh, then definitely cut the little bit out and paint her! That bumper would be worth good money for scrap-it has to weigh 200 lbs.
