Does this spindle bushing need to be replaced?

How does the axle look? You’re probably fine to put that back in. Are those knicks raised on the edges or does your fingernail run smooth over them?
 
I would probably run it. If you have digital calipers you could check to make sure it’s in round and isn’t wallowed out in any weird way. Maybe someone else will chime in with better advice, but I would run with it.

I got replacement hub studs, cone washers, and lock washers. These cone washers seem a lot thicker than what was there before. Do they stick out too far? I torqued to 23 lbs.

yeah i agree it looks fine. i replaced mine once because it bound up on the axle when it ran out of grease. started spinning in the spindle. you’re looks in pretty good shape and i’d wager it’ll still last a long time as well as your knuckles hold grease!

Those hub studs are back to front.
The studs have a long thread on one end and a shorter thread on the other end.
The longer threaded end should be screwed into the wheel hub leaving the shorter thread to go through the the free wheeling hub and cone washers etc.
At least that's how it should be with OEM studs anyway.
 
hub stud 8 (or 12) mm x 41mm x 1.25

It’s not affecting the bearing race so it might be fine. I don’t remember if there’s a seal against that lip or not.
 
There is an outer seal that rides on that area of the hub. P/N 43511A in the below diagram.

Hub gets inserted into the seal when its placed on the spindle. The damage on your hub looks like it might clear where the seal normally rides enough to seal things, but you may damage the seal when putting the hub on. Your damage looks like it might extend into the sealing surface on the hub. Hard to tell in the photo. Might not be perfectly round anymore. I personally wouldn't run hubs that are cracked or otherwise damaged. That's just me. Yours is probably fine and would most likely seal up OK but this is just the sort of thing I would go ahead and replace if there was any question at all. GL and HTH.
 
I would reuse that hub only if I had to. That damage may impact both the installation of the internal seal and the external seal when you mount the hub to the spindle. If you do choose to reuse it I'd get a die grinder on it and clean it up as best I could.
