I do not know jack about the legal issues, but I can share that although the Switch-Pros is expensive, it works well. You could easily set up your high beam as a trigger wire to turn on your auxiliary lights, you can also switch the lights off manually from the Switch-Pros, if you don't need them in a given situation. You can dim most LED lights in 25% increments with a quick press of a button, and also (if your unit is new enough), set a default %age when the light comes on (for example, I had my bd squadron fogs set to come on at 25%). This gives a ton more control over the lights that makes it well worth the cost (as far as I am concerned).
My only disappointment with the Switch-Pros is not enough trigger wires, so you are limited in what inputs you can use.
