I see that you have checked most of the other issues that could cause an issue.

I had a similar issue and checked the O2 sensors, my O2 sensors were out of spec. The FSM calls for 5.5-6 ohms mine were double, swapped them out and the issue went away.

That was going to be one of my next steps, but once the water was removed and corrosion inhibitor applied problem was resolved.

I certainly learned a lot about the idling system during this debacle

FSM/EWD was well worth having. I get manuals for everything I run.
