In my research to figure out how to program keys to my LC I have compiled the following steps for all model year 100 series. I am posting this so that all steps for all models can be found in one list. Please note there are other variations that may work fine, but the below seem to work every time from posts I have read. Hope it helps.
The below information applies to the 4C and 4D transponder keys. The 4C is 1998-2002 also referred to as the “sequence E” programming steps; all steps below work for programming that key. The 4D chip is for 2003+ 100 series, also referred to as “sequence I” programming steps; many steps below will work for all 03+, however the ECU can not be programmed for 03-04 start capability without a computer per FSM (05+ should program with these steps from what I have read).

Also, please note that timing is critical, you must be spot on. If a sequence fails try again making sure the timing is exact. If you are still unable to program the new key into the ECU you may have too many keys programmed; there can be up to 5 master keys and 3 valet keys (per 03-04 FSM). If unsure you can clear all but one master key and program/reprogram any existing keys.

Tell what key you have:
To determine if the key(s) have been properly programmed into the ECM you may utilize the following procedure:

  1. Positively locate the “security” or “anti-theft” light. This light should blink when there is no key in the ignition or if an unrecognized key is placed into the ignition.
  2. Insert the key you have into the ignition – DO NOT TURN ON. There are 3 possible things that may occur:

  • Security light continues to blink = unrecognized key.
  • Security light goes off IMMEDIATELY = MASTER key
  • Security light remains illuminated for 1-3 seconds before going out = VALET key
***FOR ALL PROCEDURES BELOW make sure you start with the following steps unless otherwise stated:

  1. All windows are up
  2. All doors are shut and locked except for the drivers door which should be unlocked

Delete all but one master key:
To delete all but one key from the unit (ECM):

  1. Simultaneously depress and release brake and accelerator pedals 1 time.
  2. Insert an existing master key into the ignition cylinder. Do not turn the key from the OFF (LOCK) position.
  3. Within fifteen seconds of inserting the key, depress and release the accelerator pedal six times.
  4. Within twenty seconds of completing the above step, depress and release the brake pedal seven times.
  5. The security light will flash, indicating all keys other than the one being used have been deleted.
  6. Remove the key from the ignition cylinder within ten seconds.

***Alternative method possibly for sequence I vehicles (2003+)

  1. Insert Master Key and Cycle ignition 6 times (Lock to on then back to lock)
  2. Within 35 seconds open and close Drivers side door 7 (seven) times.
  3. Remove the key from the ignition cylinder within ten seconds.

Program new key (sequence E):

  1. Simultaneously depress and release brake and accelerator pedals 1 time.
  2. Insert existing master key into ignition.
  3. Within 15 seconds depress and release accelerator pedal 5 times.
  4. Within 20 seconds depress and release the brake pedal 6 times and remove key.
  5. Within 10 seconds insert new key into ignition.
  6. Within 10 seconds depress and release the accelerator pedal 1 time.
  7. After 80 seconds new key is registered and security light goes off.
  8. Remove new key and depress and release brake pedal 1 time.

Program new key (sequence I – 2003+):

  1. Simultaneously depress and release brake and accelerator pedals 1 time.
  2. Insert existing master key into ignition.
  3. Within 15 seconds depress and release accelerator pedal 5 times.
  4. Within 20 seconds open and close the “driver side” door 6 times and remove key.
  5. Within 10 seconds insert new key into ignition.
  6. Turn the ignition cylinder ON and leave on for two minutes.
  7. Turn ignition cylinder OFF and remove new key
  8. Open and close the “driver side” door 1 (one) time.
  9. After 60 seconds new key is registered and security light goes off.
  10. Remove new key and depress and release brake pedal 1 time.

Erase Remote Procedure (years this works on unknown):

  1. Make sure no keys are in the ignition lock and the drivers door is open and unlocked.
  2. Put the key in the ignition and remove it.
  3. Press the lock button for 1 second, press the unlock button for 1 second and repeat 5 times.
  4. Close the drivers door and open it.
  5. Press the lock button for 1 second, press the unlock button for 1 second and repeat 5 times.
  6. Put the key in the ignition.
  7. Turn ignition ON for 1 second and then off for 1 second then on for 1 second and remove key.
  8. The power door locks should cycle 2 times.
  9. Press the lock and unlock button for 2 seconds, then press the unlock for 1 second.
  10. If the remote is programmed the doors will cycle once. If failed the doors will cycle 2 times.
  11. Open drivers door to end procedure.

Program Remote: (sequence E)
1. Start with key out of ignition, drivers door is open all others closed and driver’s door is unlocked.
2. Insert key into the ignition (Do NOT Turn) and Pull key out.
3. Perform these steps within 40 seconds.

  • Using the power lock switch on the drivers door, perform 5 lock/unlock cycles starting with lock. Use an even pace and try to go about one cycle per second. (1Cycle = 1 lock and 1 unlock).
  • Close, then open drivers door.
4. Perform these steps within 40 seconds.

  • Using the power lock switch on the drivers door, perform 5 lock/unlock cycles starting with lock. Use an even pace and try to go about one cycle per second. (1Cycle = 1 lock and 1 unlock).
  • Insert the key in the ignition cylinder.
  • Turn the ignition to ON (Do NOT Start) then back to OFF.
  • Remove the key from the ignition.
5. Within 3 seconds the power door locks should cycle automatically indicating successful entry into programming mode. Return to step 1 if the locks do not cycle at this point.
6. Perform these steps within 40 seconds.

  • Press the lock and unlock buttons on the remote simultaneously for 1 second.
  • Immediately after letting go of the lock and unlock buttons, press the lock button by itself and hold for 2 seconds. Within 3 seconds, the door locks should cycle once indicating successful programming. If the door locks do not cycle, or cycle twice. Repeat steps A and B in step 6 as your remote has not been accepted.
  • Repeat steps A and B in step 6 for each new remote.
7. Close drivers door.
Program Remote: (sequence I – 2003+)
1. Start with the key out of the ignition, drivers door is open all others closed and
drivers door is unlocked.
2. Perform these steps within 5 seconds.

  • Insert the key into the ignition(Do NOT Turn) Pull key out.
  • Insert the key into the ignition(Do NOT Turn) Pull key out.
3. Perform these steps within 40 seconds.

  • Close then open the drivers door.
  • Close then open the drivers door.
  • Insert the key into the ignition(Do NOT Turn) Pull key out.
4. Perform these steps within 40 seconds.

  • Close then open the drivers door.
  • Close then open the drivers door.
  • Insert the key into ignition and leave it in ignition.
  • Close the drivers door.
  • Turn the ignition to ON (Do NOT Start) then back to OFF.
  • Remove the key from the ignition.
5. Within 3 seconds, the power door locks should lock then unlock automatically
indicating successful entry into programming mode.
Return to step 1 if the locks do not cycle at this point.
6. Perform these steps within 40 seconds.

  • Press the lock and unlock buttons on the remote simultaneously for 1.5 seconds.
  • Immediately after letting go of the lock and unlock buttons, Press the lock button by itself and hold for 2 seconds. Within 3 seconds, the door locks should lock and then unlock once indicating successful programming. If the door locks cycle twice, repeat steps A and B in step 6 as the remote was not accepted.
  • Repeat steps A and B in step 6 for each new remote.
7. Open drivers door.


New ecu, dealer couldnt get their programming instructions to work. I tried above sequences numerous times and could not get either of the master keys I have to program.

Any thoughts or ideas??

When conducting the lock cylinder cycling per the instructions, after two or three cycles lock switches would stop cycling all the way. Kind of at a loss on all of this
 
When I was trying to program mine, my mechanic mentioned that if the door lock motor is weak or not able to actuate the lock positively, the programming sequence may fail. Not sure if this is true or applies in your case however.
 
Its what the stealership told me also. But, I guess for only paying for one new key, and getting another with ecu out of the ordeal, I shouldn't complain.
 
Ummmm, shouldnt the dealer be able to program by plugging into the vehicle??? I thought this was only a backup / work around method.
 
I'm trying to program the key fobs, not key itself. They are both programmed.
 
You need to address the bad door lock motors. Replace the lock motor assembly from dealer, source the motors from Jon Harris here on MUD and replace or open them up and rebuild the motor. There is a recent thread about rebuilding the motor. I'd try to contact Jon and get new motors, but he seems to be MIA. You may find them on EBay.....
 
Trying to remember, but I think techstream can do the remote and immoblizer programming without going through all the left foot, right foot, open door, close door, blink your eyes, clap your hands dance. It still requires certain conditions to be met (like drivers door unlocked, all others locked, all doors closed, master key in ignition in ON position, etc) but it's a lot easier than the manual method. Either way the timing of the steps is very important.

That being said, if the dealer replaced the ecu, I would take it back to them to finish the job. If they can't figure it out have them find someone that can.

I am not disagreeing with either of you! I will talk to them. I am not sure about being able to program the key fobs through any other means than the learning mode and manually doing it. I will ask them.

I have only had the 100 for maybe three weeks, and am slowly working through maintenance and what direction I am going to go with it.

The situation with the dealer is what it is. Given my current location... El Paso, TX I had a 2002 Tacoma, long story short, one of the techs, did the water pump, timing belt and rear axle bearings, seals, abs rings everything on the side, but at stealership. Within two weeks, rear inner seals were leaking axle oil into drums at a pretty heavy rate. Checked breather, did a extension/breather mod on that, cleaned everything. Still leaking, pulled axles, dealer sold me/tech installed discontinued out dated inner seals, I installed new, updated ones from Toyota. Thought problem was resolved, 4 weeks and I'm seeing very small amount leaking again!! Pulled axles again, based off of much research, and other owners historical issues with 1st gen Tacoma rear axles, the tech who did the work initially seated the spacer that sears up against inner axle seal literally 1 to 2 mm too far out on axles, on both sides. Truck needed lower control arm bushings, can alignment plates and associated hardware replaced on both sides. Then of course, the service writer who worked there, left the company at some point while this was going on, and I wasn't trying to get the technician fired, but to at least in fudge his pis poor side work, they wouldn't give me his information to at least work out an arrangement to fix. Either way, I was done literally pouring money into this truck.

This is how I arrived with my 2000 uzj100. I purchased it under the knowledge that it came with one key, however I he'd no knowledge of the master key, ecu issue. So I purchesd it from a sister dealer to the Toyota one that I had all the issues with. After paying for a new master key, and being notified that I would not be able to have it programmed since I purchased the 100 unbeknownst to me with a valet key. I walked out of Toyota service department and went straight to the dealer manager at their other dodge franchise where purchased the 100 from. Explained my whole situation with the Tacoma, and now new issue with the vehicle I had just purchased from him. I advised him of the ecu replacement program from Toyota. He said he would rectify the issue of the vehicle being sold with only a valet key whether they had to buy it out right or through the program. Hence this situation I am in now.

I'm not going to waste any more time, money or incompetency dealing with Toyota here in Northern Mexico!! They just stated I need to replace my door actuators, and I said ok thank you have a nice day.

The key fob programming instructions I took from the tech were a blanket format covering a whole range of Toyota vehicles.

So I will order some of the motors for the door lock actuators and go from there.

This is also a dealership that would turn rotors almost 3 mm past minimum thickness just to get rid of warped rotors to get a vehicle "ready" to sell.
 
I only paid for one master key, no labor, or anything else while dealing with them on this.

I finally was able to get the immobilizer programmed but couldn't get the remote. Finally ordered techstream off eBay to program the remote. There are a couple good tutorials on YouTube that I followed. One thing I learned is the timing of the steps is very important.
 
Just FYI. I was able to program my new key with these steps for both the immobilizer and keyless entry. I have a 1999, don't know if that makes a difference.

I am trying to clarify with the dealership right now, about doing it electronically. Why the tech didn't just do it to begin with...... Knowing is half the problem, but given my current location, nothing surprises me anymore.

Yep, I understand them to be correct for 1998 to 2002 uzj100's. But my driver side door lock actuator motor will not cycle through repeatedly enough to complete the manual programming process. On the third cycle it stops completing a full revolution from lock to unlock every time.

So if the dealership cannot (won't) attempt it I will be purchasing some new motors from ebay to rebuild the lock actuator assemblies.
 
Make sure the chip inside the key fob is 60010.

I think this is for 2003 and later. I'm going to try to go to the other dealership here this week if I can and talk to their service department.

I'm going to home crapot tomorrow and try to find a Phillips bit small enough for the key. I have a feeling they ordered the wrong keys I rebuilt the actuator on the driver side today after my motors came in from eBay. It is able to complete the programming cycle but the other doors cannot. Do they have to all cycle completely or just drivers door??

Hi, I have been looking for awhile and this is the best information I have found. I have a 2000 LC and only have the valet key. I want to get the regular key with door lock control. I just need a clear answer. Do I need the master key to add additional keys equal to the master key. Dealer says I have to replace the key ecu, which is "free" and pay for labor. Any help would be appreciated. THx
 
Without at least one existing master key, there is no way to add a master key. It requires that you replace the ecu. The dealer will replace the ecu once as a courtesy at no or minimal charge.
